To collect and equip the Epic Superstreamer, you need to own the BL3 Twitch Prime Promotion.

As a promotion for the Twitch Prime Subscription, Gearbox distributed a series of cosmetics to all Subscribers until June 1, 2020.
Upon accepting the mail, the Superstreamer was added to your inventory and automatically adjusted to your current level. The maximum Level at the time was 60.
